Mr. Masterson has over 39 years of public and private sector experience in transactional and administrative law addressing contract, real estate, labor, and safety, environmental, explosives, radiological affairs and historic preservation matters, with an emphasis for over a decade on representing public-sector clients in the execution and oversight of a nationwide portfolio of complex public/private deals. This work includes legal advice for a portfolio of over 65,000 units of privatized military housing including the drafting of business agreements and real estate documents for existing and new developments, implementation of over 100 pages of new Federal laws applicable to the deals, and the development of options for distressed projects.

For 35 years, Mr. Masterson supported the U.S. Department of the Navy (DON) serving in the Office of Counsel for the (1) Naval Facilities Engineering Systems Command (NAVFAC) including five years as Counsel for NAVFAC Marianas on Guam, (2) Naval Sea Systems Command as the Navy’s senior safety attorney responsible also for environmental legal oversight of its public shipyards, ship repair facilities and warfare centers, and the (3) Naval Research Laboratory for his initial 17 years of creative contracting with the Government. Other support includes drafting DON policy, responding to Congressional inquiries, internal audits and Inspector General inquiries, directing a Freedom of Information Act program office, leading policy on the handling of Controlled Unclassified Information, and briefing senior leadership on myriad complex issues.

From Harvard University, Mr. Masterson has a Bachelor of Arts cum laude in economics, and from The University of Virginia School of Law a Juris Doctor.
