Randall (Randy) Chun is a Licensed Electrical Engineer with over 40 years of experience providing engineering consulting services for the Department of Defense (DoD), including Marine Corps Base Hawaii (MCBH), Naval Facilities Engineering Command (NAVFAC) Pacific, NAVFAC Hawaii, and Hawaiian Electric Company. Mr. Chun specializes in electrical engineering, industrial control systems (ICS), Supervisory Control and Data Acquisition (SCADA) systems, and Facility-Related Control Systems (FRCS), with extensive experience supporting the planning, modernization, operation, and sustainment of mission-critical utility infrastructure. As an Engineering Consultant with Emax Financial & Real Estate Advisory Services, LLC, Mr. Chun supports NAVFAC Hawaii Public Works by assisting with the modernization of the existing SCADA platform, expanding and modifying hardware and software systems to improve visibility and operational control of the high-voltage electrical distribution network from the customer operations center. Mr. Chun served as the Engineering Manager for all utility Facility-Related Control Systems (FRCS) at Marine Corps Base Hawaii, where he coordinated engineering and control systems initiatives among MCBH, Marine Corps Installations Pacific (MCI PAC), and Marine Corps Installations Command (MCICOM). As the inaugural Industrial Control Systems (ICS) Program Manager for NAVFAC Pacific, Mr. Chun provided technical leadership and program management support for NAVFAC Hawaii, Far East, Marianas, Northwest, and Southwest. His responsibilities included planning, design, construction, commissioning, operation, and sustainment of Industrial Control Systems (ICS), including SCADA, Direct Digital Control (DDC), and Automated Metering Infrastructure (AMI). He also managed the engineering and operation of four separate SCADA systems supporting NAVFAC Hawaii.
