Audrey McGuire

Audrey McGuire is a nationally recognized advisor in federal real estate, public-private partnerships, and infrastructure finance. As Chief Executive Officer and founding partner of Emax Financial & Real Estate Advisory Services, LLC, and a former Wall Street investment banker, she has spent more than 40 years advising federal agencies on billions of dollars of real estate, housing, and infrastructure assets—translating federal legislation and policy into executable programs that leverage private-sector investment while protecting taxpayer resources.
Ms. McGuire has served as Senior Advisor to the Department of Housing and Urban Development’s Office of Asset Sales since 1997, supporting its multi-billion-dollar loan sale program, and to the Department of Veterans Affairs since 2002, overseeing an enhanced-use leasing portfolio encompassing billions of dollars of projects—energy plants, office buildings, clinics, supportive and permanent housing, golf courses, and stadiums. She also serves as Engagement Manager and Senior Advisor for the Department of the Navy’s worldwide Public-Private Venture (PPV) and Real Estate Program supporting NAVFAC, and has led advisory engagements for the Office of the Secretary of Defense, the Air Force Civil Engineer Center, the General Services Administration, and Ginnie Mae. She is also a partner in the Emax Fund, LP a real estate investment fund.
She holds a Bachelor of Science in Foreign Service (B.S.F.S.) in International Economics from Georgetown University, is a certified Project Management Professional (PMP), and has completed executive education at the Harvard Kennedy School.
