Brian Miller
Director
Brian Miller is a Director at Emax with more than eight years of experience in real estate, including structuring complex business agreements and development projects, advising senior government leaders, overseeing public-private partnerships, and managing diverse real estate assets.
Before joining Emax, Mr. Miller served as Deputy Director of Real Estate in the Office of the Assistant Secretary of the Navy for Energy, Installations and Environment (ASN EI&E), where he coordinated and managed a broad portfolio of real estate activities for the Navy and Marine Corps. In this role, he advised the Deputy Assistant Secretary of the Navy for Installations and Facilities and ASN EI&E on real estate strategy, congressional affairs, and legislative matters; led the development and implementation of real estate policy; and oversaw acquisition, disposal, and portfolio management efforts. He also managed the Department of the Navy’s Intergovernmental Support Agreement programs.
Previously, Mr. Miller was a Public-Private Venture Program Specialist at Naval Facilities Engineering Systems Command Headquarters, where he focused on Military Housing Privatization Initiative (MHPI) projects. His responsibilities included developing programmatic policy, monitoring partner compliance with legal agreements, assessing project financial performance, establishing quality assurance protocols, advising leadership on complex housing and portfolio issues, and negotiating agreements for project restructures and new development phases. Prior to federal service, Mr. Miller managed commercial properties in the Washington, D.C., region with Lincoln Property Company. He holds a B.A. in Economics from the University of Maryland and an M.P.S. in Real Estate Development from Georgetown University.
